ดร.อรวรรณ ศิริสวัสดิ์ อภิชยกุล ภาควิชานิเทศศาสตร์ มหาวิทยาลัยนเรศวร ร่วมการสัมมนาเพื่อเสริมสร้างศักยภาพของรัฐบาลท้องถิ่นและพันธมิตรในเอเชียและแปซิฟิกในการบูรณาการการวางแผนรับมือภัยพิบัติหลายประเภท การเปลี่ยนแปลงทางดิจิทัล และการจัดหาเงินทุนเข้ากับกระบวนการพัฒนาเมือง แลกเปลี่ยนแนวคิดการวางแผนพัฒนาความยืดหยุ่นของเมืองที่สามารถปรับตัวได้รวดเร็ว และร่วมนำเสนอการทำงานเชิงบูรณาการความร่วมมือกับมหาวิทยาลัยนเรศวร UNDRR และประสานเครือข่าย TNDR และภาคีเคลือข่ายในการขับเคลื่อนการพัฒนาแผน ซึ่งวันนี้
• ผู้อำนวยการส่วนช่างสุขาภิบาลได้นำเสนอผลกระทบที่เกิดจากพายุเขตร้อนที่เคลื่อนเข้ามาในภูมิภาค เช่น พายุโซร้อนหน่องฟ้า(NANGFA), พายุโซร้อนบัวลอย(BUALOI) ร่วมถึงการบริหารจัดการน้ำ และแนวทางการพัฒนาระการบริหารจัดการน้ำ การป้องกันน้ำท่วม การเก็บข้อมูลสภาพแวดล้อมทางน้ำ สถานการณ์พายุ ฝนตก นำมาวิเคราะห์ ประเมินสถานการณ์ ในการตัดสินใจได้ นอกจากนี้ได้เสนอแนวทางการพัฒนาพิษณุโลกเมืองฟองน้ำ(Phitsanulok Sponge City) ที่ได้รับการสนับสนุนจากสำนักงานสภาพัฒนาเศรษฐกิจและสังคมแห่งชาติ และ ธนาคารพัฒนาเอเชีย
• ทีมงานกองยุทธศาสตร์และงบประมาณ นำเสนอการพัฒนาระบบปฏิบัติการ พิษณุโลกเมืองอัจฉริยะ(Phitsanulok Smart City) เพื่อสามารถสนับสนุนการบริหารจัดการภัยพิบัติทางน้ำ ภัยพิบัติอื่น ๆ การป้องกันเหตุ การเผชิญเหตุ การฟื้นฟูเยียวยาประชาชน ลดความสูญเสียชีวิต ทรัพย์สิน ให้เท่าทันต่อสถานกาณ์ที่อาจเกิดในอนาคต
Phitsanulok Municipality participated in an online webinar, ”Advancing Urban Resilience in Asia and the Pacific through Integrated Planning, Digital Innovation, and Finance,” on 28 January 2026 at 14:00. The webinar was organized by the Asian Institute of Technology – Regional Resource Centre for Asia and the Pacific (AIT RRC.AP) and MCR2030: Making Cities Resilient.
Mr. Sirichin Hanphithakphong, Mayor of Phitsanulok Municipality, together with Mr. Ruangkiat Wattanakulchai, Deputy Mayor of Phitsanulok Municipality, led a delegation from the Strategy and Budget Division, including Mr. Pichit Khonphol, Director of the Sanitation Engineering Section, Engineering Office, and Dr. Orawan Sirisawat Apichayakul, Faculty of Communication Arts, Naresuan University to joined the webinar to strengthen the capacity of local governments and partners in Asia and the Pacific to integrate multi-hazard disaster planning, digital transformation, and financing into the urban development process, exchange ideas on urban resilience planning that can adapt quickly, and present integrated work and cooperation with Naresuan University and UNDRR, as well as coordination with the TNDR network and partner networks in driving the development plan. On this occasion
• The Director of the Sanitation Engineering Section presented the impacts caused by tropical storms moving into the region, such as Tropical Storm NANGFA and Tropical Storm BUALOI, as well as water management and approaches to developing a water management system, flood prevention, and the collection of aquatic environmental data, storm situations, and rainfall data for analysis and situation assessment to support decision-making. In addition, he presented the Phitsanulok Sponge City development approach, supported by the National Economic and Social Development Council (NESDC) and the Asian Development Bank (ADB).
• The Strategy and Budget Division team presented the development of the Phitsanulok Smart City Operation System (Phitsanulok Smart City) to support the management of water-related disasters and other types of disasters, including prevention, emergency response, and recovery/assistance for citizens, in order to reduce loss of life and property and to keep pace with situations that may occur in the future.
